Les politiques gouvernementales en matière d’avortement sont depuis longtemps un sujet de débats politiques houleux. La pandémie du COVID-19 a profondément secoué les systèmes de santé, ajoutant encore à la complexité de ce sujet, car les verrouillages nationaux imposés et les restrictions de mouvement ont affecté l’accès à l’avortement en temps opportun pour des millions de femmes à travers le monde. Dans cet article, nous examinons comment les pays de l’Union européenne et du Royaume-Uni ont répondu aux défis posés par la crise du COVID-19 en termes d’accès à l’avortement. En combinant des informations provenant de diverses sources, nous avons exploré différentes réponses selon deux dimensions : les changements de politique et de protocoles, et les difficultés d’accès signalées. Notre analyse montre des différences significatives entre les régions observées et des débats marquants autour de l’avortement. Alors que certains pays se sont efforcés de maintenir et de faciliter les soins d’avortement pendant la pandémie en introduisant ou en développant l’utilisation de la télémédecine et de l’avortement médicamenteux précoce, d’autres ont tenté de les restreindre davantage. La situation était également diversifiée dans les pays où les gouvernements ne modifiaient pas les politiques ou les protocoles. Sur la base de notre analyse des données, nous fournissons un cadre qui peut aider les décideurs à améliorer l’accès à l’avortement.

Abstract (English)  :

Government policies on abortion are a longstanding topic of heated political debates. The COVID-19 pandemic shook health systems to the core adding further to the complexity of this topic, as imposed national lockdowns and movement restrictions affected access to timely abortion for millions of women across the globe. In this paper, we examine how countries within the European Union and the United Kingdom responded to challenges brought by the COVID-19 crisis in terms of access to abortion. By combining information from various sources, we have explored different responses according to two dimensions: changes in policy and protocols, and reported difficulties in access. Our analysis shows significant differences across the observed regions and salient debates around abortion. While some countries made efforts to maintain and facilitate abortion care during the pandemic through the introduction or expansion of use of telemedicine and early medical abortion, others attempted to restrict it further. The situation was also diverse in the countries where governments did not change policies or protocols. Based on our data analysis, we provide a framework that can help policy makers improve abortion access.

As políticas governamentais sobre o aborto são um tópico antigo de debates políticos acalorados. A pandemia COVID-19 abalou os sistemas de saúde em seu núcleo, aumentando ainda mais a complexidade deste tópico, já que bloqueios nacionais impostos e restrições de movimento afetaram o acesso ao aborto oportuno para milhões de mulheres em todo o mundo. Neste artigo, examinamos como os países da União Europeia e do Reino Unido responderam aos desafios trazidos pela crise da COVID-19 em termos de acesso ao aborto. Combinando informações de várias fontes, exploramos diferentes respostas de acordo com duas dimensões: mudanças nas políticas e protocolos e dificuldades de acesso relatadas. Nossa análise mostra diferenças significativas entre as regiões observadas e debates importantes sobre o aborto. Enquanto alguns países fizeram esforços para manter e facilitar a atenção ao aborto durante a pandemia por meio da introdução ou expansão do uso da telemedicina e do aborto médico precoce, outros tentaram restringi-lo ainda mais. A situação também era diversa nos países onde os governos não mudaram políticas ou protocolos. Com base em nossa análise de dados, fornecemos uma estrutura que pode ajudar os formuladores de políticas a melhorar o acesso ao aborto.
